The correct sequence is the second digit of each tower, ordered according to the listed colors (blue, green, yellow, red). The blue tower's second digit is missing, but the sequence on the other towers dictates it must be 3.

The final code is: 3021. Retrieve the lever from the locker, insert it into the blue panel in the prison yard, attach chains from each tower to the door, and pull the levers to open it.
