VNeID: Vietnam's Electronic Identification and Authentication Application

The VNeID application, developed by the National Population Data Center under Vietnam's Ministry of Public Security, leverages population data for electronic identification and authentication purposes. Designed primarily for individuals residing or traveling within Vietnam, VNeID serves as a digital alternative to traditional identification documents, facilitating the development of digital citizenship, government, and society.

The application offers a range of functionalities that enhance digital interactions, including the ability for users to submit health declarations and quick domestic travel reports. Additionally, VNeID plays a crucial role in assisting authorities with tracing secondary COVID-19 infections and providing timely notifications to the public.

Access Permissions

By using the VNeID application, users consent to the following access permissions:

1. Internet Access: The application requires internet access from the user's device to function effectively.
2. Camera Access: The camera is used to scan the QR code on the Citizen Identification Card (CCCD), streamlining the input of basic citizen information and enabling quick scanning at designated points for travel and medical declarations.
3. Media and Files Access: Access to photos, videos, audio, and files on the device is necessary for storing QR code images, which are used for verification at citizen checkpoints.
4. Notification Permissions: The application can send notifications to the user's device to keep them informed.

Personal Information Collection

Users are responsible for entering their data, including medical information, domestic travel details, or declarations on behalf of others with their consent. The collected personal information includes full name, phone number, citizen identification, gender, year of birth, permanent address, nationality, health status, departure and destination points, vehicle number plate, and exposure to individuals with COVID-19. All such information is collected with the user's explicit permission through forms submitted to the National Population Data Center.

Privacy and Copyright Protection

The National Population Data Center, under the Ministry of Public Security, ensures the security and privacy of user data, which is used solely for the prevention and control of COVID-19, promoting health protection and disease prevention. The data is not used for commercial purposes and will not infringe on private life. Information may be shared with health authorities and other relevant agencies to enhance disease prevention efforts.

The application developer does not collect or use user information for any purposes other than those stated. Additionally, no information that could harm users or lead to illegal acts against their privacy will be disclosed, in accordance with Vietnamese law and the application's policy.

Additional Features

- No Location Tracking: VNeID does not collect data about the user's location.

- Anonymity: Users can participate in the community anonymously. Only authorized entities have access to information regarding individuals infected or suspected of infection due to close contact with COVID-19 cases, facilitating effective contact tracing.
