How To Obtain the Iron Pipe in NieR: Automata
The Iron Pipe is a rare fishing reward found in sewers. Both sewers offer the same drop rate; the one near Resistance Camp is more easily accessible.
Fast travel to Resistance Camp, then head right towards the Amusement Park. After crossing a small gap, you'll find an open manhole under a highway.

There's no guaranteed method to increase your chances; it may take several attempts or several minutes. Use your Pod's light to improve visibility in the dark sewer and track the fish.
An alternate sewer is located en route to the Flooded City.
